In the field of artificial intelligence, this translates into very specific questions: which chips power these systems, how they are integrated into embedded environments, which latency or power consumption criteria are prioritized, and how these solutions evolve over time.

In quantum computing, this means avoiding being tied to a single external roadmap and being able to manage the integration of computing, sensors, communications, and security. 

In microelectronics, this involves building design, prototyping, and validation capabilities tailored to the real needs of the manufacturing sector. Sovereignty, understood in this way, is not an abstract slogan: it is a prerequisite for industrial resilience.

2. Transforming unique infrastructure into applied industry

Another major risk for any region is confusing advanced infrastructure with real impact. Simply having cutting-edge technological assets does not in itself guarantee economic transformation. Value emerges when that infrastructure ceases to be isolated and becomes a catalyst for services, products, applications, and industrial capabilities.

This challenge is clearly evident in quantum computing. It is not enough to simply accumulate hardware or scientific capabilities if there is no system in place to enable the deployment of real-world use cases in optimization, simulation, diagnostics, control, or industrial monitoring.

The Basque Country cannot compete with major international hubs in terms of investment scale or infrastructure capacity. Nor does it likely need to. Its potential advantage lies elsewhere: in its capacity for technological integration, the close relationship between industry and technology, and its ability to quickly turn knowledge into practical solutions.

The convergence of quantum technology, AI, and microelectronics requires coordination among disciplines, companies, technology centers, and institutions. And in this regard, the Basque Country has a strong foundation: a dense industrial base, a well-established network of technology centers, and a tradition of public-private cooperation that not all regions possess. The key lies in transforming that density into an explicit strategy that prioritizes integration over fragmentation and application over mere technological demonstration. If that happens, the Basque Country can position itself not as a mass producer of technology, but as a leading hub for advanced industrial solutions that can be exported to other European contexts.

4. Aligning talent, governance, and investment

The new technological landscape also requires us to look beyond the laboratory. The convergence of cutting-edge technologies accelerates innovation cycles, intensifies competition for talent, and increases the risk of duplication in the absence of clear governance. Even the best infrastructure loses its impact if there is no alignment between public policies, business strategies, educational systems, and regional initiatives.

This point ties directly into one of the major challenges already identified by the DOK Summit: the difficulty of attracting, training, and retaining professionals with digital and technological skills. The event’s background materials highlight a significant gap between the annual demand for professionals and the local capacity to produce them, making talent a central issue for the Basque Country’s competitiveness and well-being.

The final challenge concerns our role on the global stage. The Basque Country does not compete in isolation, but rather as part of the European ecosystem. The opportunity lies not only in accessing EU frameworks, funds, or partnerships, but also in helping to shape them with our own voice, grounded in real-world industrial experience.

Here lies a particularly powerful idea: the possibility of crafting a distinctive narrative based on an integrated technological triad, the primacy of applications over hardware, and sovereignty understood as the capacity for integration. This narrative could position the Basque Country as a testing ground for the industrialization of cutting-edge technologies, thereby strengthening its influence and its ability to attract talent and investment.
